I have found out that it's techincally "legal" to target shoot on WMA property as long as there is a hunting season open on the WMA property that you area on and there is not a specific prohibition in the WMA brochure. You have to make sure that your bullets are not crossing a road or private property. But it's highly discouraged and might be more trouble than it's worth with the harrasment that you might get.
