The unsteadiness, wobbly gait, odd leg placement would lead me to believe it is. Lots more experienced hunters on our board than me. I have my own theories about the origins of this in deer, but the basics are not in dispute. It is a form of encephalopathy, akin to CJD, and like CJD is a prion disease. Prions cannot be cooked, nor chilled, or even autoclaved, or otherwise burned/frozen to make them safe. Once present, in soil, water, whatever, they are always present and always dangerous. They are slow working and take sometimes 50 years to cause debilitating symptoms. Still, frankly, they scare the crap outta me.
The deer appears pretty healthy weight wise, they also can get what's called brain worm. Which causes this type abnormal activity. I believe with cwd they would show signs of weight loss by the time they got to the point of this type activity. Plus I noticed this is in February so during or after the rut so he's fairly healthy weight wise for that time of the year.
