Doesn't really restrict the 2nd, it goes around it. Buy a Beretta, govt has to keep and send your info to Italy as the end-user. Sounds like registration. Just one of the many wonderful things in this POS.

It will never get ratified by the US Senate. Although Obama supports it -- he can not act without ratification...

All the while telling the talking heads in the media that it has no impact whatsoever on the 2nd amendment.
