I was involved in cleanup of former army ammunition plants. Thier policy was if anything was ever associated with explosives, even when demilled or deactived, it was to be burned or heated in a fire to cherry red and then sent out to scrap. It is not at all uncommon for a live munition to get mixed in with what is supposed to be inert. We were taught to be extremely cautious with a shell that had the driving band engraved.
