What exactly does it mean that it was demilled and is there a way to restore it properly for used?

Barrel chamber is cut on the bottom and welded to plug the chamber, the barrel has a short weld to the receiver, the bolts firingpin hole has a spot weld. I was originally thinking of rebarreling with a .22lr barrel and using a m2 bolt to make a springfield m22 clone but never got around to it.

No way to salvage the barrel, it would take cutting the weld at the receiver and rebarreling.and drilling the firing pin hole and possibly replacing the fireing pin.
