It means a firearm that was manufactured before the Assault Weapons Ban of 1994. Prior to the ban, there were no restrictions on magazine capacity, pistol grips, flash suppressors, etc. For that reason, many pre-ban guns are desirable as those weapons had their features grandfathered in.

While your post is correct, it doesn't pertain to a Norinco 12ga. Norincos were banned on a whole separate deal.
