First, other than their sacred oath, what "law" prescribes those specific consequences for breaking their oath? What proof is required?

Make a list of every entity that could hold them accountable.
Every fellow politician, every committee, every three-letter agency, every various portion of each branch of the government, every Citizen, every voter, etc...
Then cross-check that list against who has turned away from the opportunity to call the traitors out.
Then, who is left on that list, and what means do they have available?

Like I've said before, legislators only understand laws. That's the only tool in their toolbox (making laws), so everything can be "fixed" with another law... to them. They need a law against making Unconstitutional laws. They need a law against making redundant laws. They need a law against making nullifying laws without specifically nullifying the appropriate older laws. Those laws need to apply to the law-makers. They should be on Page One of their "welcome to Congress" packet. The penalties for stupid law-making should be severe enough that they spend a lot more time researching/writing/voting on new legislation.

But that all means the legislation bodies are expected to constrain their own bloated powers?

Yeah, I doubt a veto-proof majority will grow the appropriate humility and intestinal fortitude.

Based on about 30 years of observing and interacting with those who swear the oath, I feel safe saying about 90% who take the oath have little/no understanding of the Consitution they swear to support and uphold. There's your first problem, and a big one at that.
