Let's say some people want the government to have more power to "do good".

Then one day, we have a pandemic. Government locks down. Economy in bad shape. Who will the people turn to for help? They expect help from the government so they once again turn to it. The Government can help, but it says it will "be difficult" and will require the people sacrifice for the common good. They must give up something (rights or freedoms) to save our great country. The government now has a little more power to "do good".

Seems like a form of Hegelian Dialectic. (know what you want, cause a problem, people react to the situation and demand the very thing you want, you give it to them and in return you got what you wanted). In the case above, government did not cause the pandemic problem, it caused the economic one.

Never let a good crisis go to waste.

You raise a good point and it would be good to hear someone that knows a bit about covid to speak to that. We do have various 'flu' bugs around. Flu literally is always in laymen's term reinventing itself. So there is new shot every year for it. Will there be a new covid vaccine every year?
