Tugs could have pushed it, turned or stopped it. Those things are powerful, like water muscle cars. Here's one plowing thru +4 feet of ice. Got better pix just can't find em. View attachment 280744

Good or bad, sailors have more responsibility and liability with all this "training". We had a ship a few months ago that had a uscg inspection while in pensacola. The chief engineer logged that he pumped bilge water at the dock in pensacola. My guess is the oily water separator had failed and the capn didnt get it fixed. They hauled them off in cuffs and detained the ship. Had to fly in a new crew after the owners paid some hefty fines. And the ship is banned from returning to US ports.

Insurance/ship owner gonna pay (at least some) for the bridge. Is this gonna impact the Skansa ruling about damage to the 3 Mile Bridge and the lawsuits by local businesses?

Yep, they hammer VGP into us on my ship. Just did more training about 3 weeks ago.
