Is that some FL thing? Because there is no federal law that prohibits a FFL from receiving from an individual. When I was in Alabama, most of my purchases and transfers were from out of state individuals that shipped direct to my FFL. That said, lots of FFLs refuse to receive from individuals, but that’s a personal decision, not law.If he's in another state .. has to go FFL to FFL.

If he is local tell him you will furnish a bill of sale and that should be all he needs.
