    I don’t know the seller, but sometimes people will have a registered SBR and will have it removed from the registry, to make it easier to transfer…
    Removing it from the registry takes time, sometimes months, and isn't required to be done when selling. You are basically just submitting a formal letter explaining that you want so and so firearm to be removed from the registry. If the buyer plans to eventually SBR it himself then yes it would need to be removed from the registry otherwise there would be a hangup at that point. The minute the seller removes the stock it is no longer seen as a title 2 weapon until it goes back on. If he posted it with a stock the other day there's only 2 explanations. Either it has a stamp, or it doesn't. I'd bet the seller just made an oopsy.
