My 87 year old neighbor brought this over to me to fix. He couldn't get it to hold 0......(its dovetail mounted to the rear sight ) 32 cal center eject. What's the best real scope mount to use?

And what's wrong with that ?? It is probably mounted as per the NcStar scope instruction manual that is written in Taiwanese. --- SAWMAN

I'm no expert but I would suspect the best method, if capable, would be to drill and tap the receiver. Otherwise, you'll have to explore availability of scope mount options

By "center eject" I assume that you are talking top eject vs side eject.
He should not frig with this gun, especially if it is 32Win in "decent" condition.
As stated above, get him a side eject that is drilled and tapped for scope mounts. THEN . . . mount it right for him. ---- SAWMAN
ADDED: Just enlarged the OP pic. That scope is mounted with the windage knob facing UP. Are you sure that you didn't mount this scope for him ??

No idea how long it had been like this. We take him lunch just about every day and my wife brought this home yesterday before church. He knows I've been layed up and cleaning guns. He was over the other day watching me fiddle with the scope on the 300.
I'll talk to him about leaving the rifle alone, I'll loan him my ruger mk2 in 30-06 or my 45 colt revolving carbine (get your western on! Lee VanClefe style) if he wants to shoot something scoped. From talking to him it's a 70's model 94. It's a very nice levergun.

If he/you keep a fwd mount: a pistol scope would probably be a better choice for the eye to ocular lens distance and resulting fuller view and eliminate that imposed thick black tunnel view.

“Where theres a will there’s a way” as the saying goes.:D

Perhaps he was on to something turning the scope like that if there were more clicks windage than there were elevation if he was needing more or less elevation adjustment.
    (I know I know,,ha-ha)

    Nontheless,,,,,A salute to the old Fella’s craftyness!:drum:

You are a good friend to help him out!!

I talked him out of mounting a scope on it. Told him if he wanted to shoot using a scope he could borrow my m77 mk2 30-06 it just sits in the rack collecting dust. He was very pleased with that.
