You ask what's our take and how and why police catch their own.
-my take is the same as most instances: evil exists. This dirtbag is a stain on the reputation every honest LEO builds.
-"how" do you catch corruption in your ranks? Procedural checks and balances. Two-person concepts. Verifications. Etc.
-"why" catch crooked cops? Because they are Worse than common criminals. Crooked cops undermine public trust. Crooked cops cause the public to fear, disrespect, and resist the honest LEO. Crooked cops cause legitimate criminals to be released once the crooked cop is caught, so the longer they go, the more criminals will be released later. The wrongfully imprisoned/etc will at least have the injustice stopped, but they never get that time back or the grief/stress erased. The actual criminals who are released because of crooked cops will probably continue to commit crimes and need to be caught again. So basically, crooked cops CAUSE Way more problems for honest LEO as a group than any other single criminal.

Throw the book at him. Then, while he's in solitary confinement and not general population, have some wall-to-wall counseling with him. Where did he get the drugs? Stolen from evidence or working with someone else? What was his reasoning for the false arrests? Etc. No deals for ratting out on others. Just interrogation for information. He's a dirtbag. May he rot for a long time.
