Not sure about Escambia county but Walton county will give you a free dump truck load of dirt if you ask for it. Mine had some roots in it but a lot less than I expected. The road maintenance guys will know who to ask.

I bought mine when I got a good up close look at Alaskan bears. I had planned to just carry a 460 Roland chambered 1911 while camping up there but quickly moved to Plan B. You can get 45-70 rounds pushing "elephant gun" status (4000+ lbs muzzle energy) that are safe in the Marlins.
